NCCIA issues fresh notices to Momina Iqbal, PML-N MPA Chadhar after new evidence emerges in harassment case
LAHORE: NCCIA- the National Cyber Crime Investigation Agency (NCCIA) issued fresh notices to television actress Momina Iqbal and PML-N MPA Saqib Chadhar on Thursday, after emerging new evidence against them in their ongoing case pertaining to Iqbal’s alleged harassment.
Monia Iqnal famous actress had publicly accused Saqib Chadhar for online harassment, cyberbullying, abusing and threats in the beginning of this year. She initially alleged Saqib Chadhar (MPA) using social media which has gained widespread attention subsequently the NCCIA registered a case against Saqib Chadhar under several provisions of the Prevention of Electronic Crimes Act (PECA) and the Pakistan Penal Code (PPC).
NCCIA has been issued summon to appear at the NCCIA office in Lahore on Sept 14, while Saqib has been called through summon on Sept 11. A special investigation team has been constituted to conduct a fresh inquiry into the matter.
NCCIA Punjab’s Deputy Director Waqas Saeed told Dawn that a special team would examine the newly obtained digital evidence, along with previously available records. Team would be lead by Deputy Director.
NCCIA Director General has given timelines of one month to team to finalized the investigation and submit the report.
He further said that in the light of the findings of the investigation, further legal action would be decided.
The spokesperson said that it would be too early to declare either of the individuals “guilty” or “innocent” unless the inquiry is concluded.
Court disposes of pleas
Lahore Court also disposed of PML-N MPA Saqib Chadhar’s and his wife’s pre-arrest interim bail since investigating officer said that at this stage, arrest of the suspected individuals are not required hence no point of pre arrest bail.
Upon last hearing which was scheduled on July 28, 2026, SHO Najam Bajwa SHO Najam Bajwa, who was the investigation officer at that time, from the National Cyber Crime Investigation Agency (NCCIA), had communicated the session court that Saqib chadar found guilty as per the investigation by that time.
New Investigation officer shared with the court that investigation has been changes, few new evidences received and investigation may be concluded in some other direction. However, the suspects’ arrest is not required at this stage.
Earlier summon has also been issued to Momina Iqbal on September 1, 2026 by NCCIA.
In new summon order its stated that defence has requested to reinvestigate the case in the light of new received evidences. Therefore, I the light of new evidences, Momina’s statement shall also be recorded.
When investigation officer has shared the update that few new development received in the case, Momina Iqbal was also present at the hearing. Following this, Saqib Chadhar and his wife withdrew their bail petitions, and the court subsequently disposed of the pleas as withdrawn.
The case
Early on, on a social media post in May 2026, Momina Iqbal had alleged that she had been victimized of “online harassment, cyberbullying and death threats for a long time”.
She also claimed that both she and her family had suffered of severe trauma and mental stress because of the alleged conduct of an MPA, without naming the accused at that time.
A PML-N, member of the provincial assembly has been threatening her for an extended period. She has been repeatedly reporting the matter to the NCCIA and the Federal Investigation Agency, but no action was taken by that time, she stated.
After this issued become voice of public, subsequently, the PML-N’s top leadership directed the NCCIA to immediately entertain the actor’s complaint and initiate action against the ruling party MPA if the allegations are proven. The source added that the Punjab Chief Minister’s Office also wanted to clear its name following Momina Iqbal’s allegations against him.
Following these developments, the NCCIA summoned Momina Iqbal and Saqib Chadhar on May 21. The Punjab’s Head of the agency Mr. Muhammad Ali Waseem said that the two were summoned after the NCCIA received Momina Iqbal’s complaint.
The actor had then lodged an official complaint in May 2026 after being summoned for questioning, alleging that Saqib Chadhar, his wife and other associates had subjected her to a sustained campaign of cyber harassment, stalking, criminal intimidation, blackmail and threats.
Saqib Chadhar’s counsel has also maintained that the two had known each other for several years and disputed the actor’s allegations.
Subsequently, Chadhar started to blackmail her, she has also alleged that mentioning WhatsApp messages and video calls from the suspect in her application. She further alleged that the MPA also sent the same threatening messages to her sister’s mobile phone which also part of record.
On the other hand, Punjab Chief Minister Maryam Nawaz has also warned in a post using X that any attempt to put any political pressure, exploit a woman, abuse influence by threatening to release “personal content” in the case involving Iqbal and Chadhar would be met with “firm and uncompromising action.”
On June 4, the NCCIA registered a case against Chadhar on Momina Iqbal’s complaint and following sections are mentioned in the complaint.
Sections 3 (unauthorised access to information system or data).
Section 4 (unauthorised copying or transmission of data).
Section 21 (offences against modesty of a natural person and minor).
Section 24 (cyber stalking) of the Prevention of Electronic Crimes Act, read with
Sections 506 (punishment for criminal intimidation).
Section 201 (causing disappearance of evidence of offence, or giving false information to screen offender).
Section 34 (acts done by several persons in furtherance of common intention)
Section 109 (punishment for abetment if the act abetted is committed in consequence and where no express provision is made for its punishment) of the Pakistan Penal Code.
